Tennessee Woman Charged With Murder After Passing Drugs to Inmate Through Kiss

Rachel Dollard of Tennessee was arrested over the weekend and charged with second-degree murder and introducing contraband to a penal facility after she smuggled drugs into the Hickman County Jail through a kiss to Joshua Brown, who later overdosed and died.

During a visitation in February at the Turney Center Industrial Complex, police allege that Dollard gave the drugs to Brown during a kiss. Dollard allegedly hid half an ounce of methamphetamine in her mouth. Brown then swallowed a balloon pellet and later died at a local hospital.

Dollard was taken into custody over the weekend by officers with the Tennessee Department of Corrections and the Dickson County Sheriff’s Department.

Dollard is being held at the Hickman County Jail on charges of second-degree murder and introduction of contraband into a penal facility.

The Department of Corrections stated that they use methods such as pat downs, drug sniffing K9s, vehicle and cell phone searches. Body scanners will now be placed in all facilities.

Brown was serving an 11-year sentence on drug related charges. His sentence would have expired in 2029.
