Police Officer Arrested For Arranging Two Murders

Dallas police officer Bryan Riser was arrested Thursday and charged with arranging the kidnappings and murders of two unrelated victims back in 2017.

Riser, who has been on the Dallas police force since 2008, is now facing two counts of capital murder for his role in the deaths of Albert Douglas and Lisa Saenz. Dallas Police Chief Eddie García announced in a press conference on Thursday that Saenz’s body had been found in a river after she was shot to death, but Douglas’ body was never found.

García also noted that Riser had “a relationship” with one of the victims, but he did not indicate what that relationship might have been. In regards to the motive for the separate killings, García and his team are still unclear on why Riser helped to arrange the murders.

According to an arrest affidavit, Riser referred to Saenz as an “informant,” which may correspond to the “relationship” that García was referring to. Three men, Kevin Kidd, 28, Emmanuel Kilpatrick, 31, and Jermon Simmons, 35, were also arrested and charged with capital murder.

In August 2019, a man came forward and told police that he had kidnapped and killed 31-year-old Saenz and 61-year-old Douglas at Riser’s direction. Although he revealed that Riser had offered to pay him a total of $9,500 for the kidnappings and murders of the two victims, there was not enough evidence to arrest Riser and he was subsequently allowed to patrol the community whilst actively under investigation for murder.

One of the other men that had been arrested allegedly told police that he and Riser were involved in burglaries when they were young. He also indicated that they had recently hatched a plan to rob drug stash houses, but did not end up following through with it.

In accordance with the terms of the department’s collective bargaining agreement, Riser currently remains on the force pending an internal affairs investigation. However, García did not explain why it took nearly 20 months for Riser to be arrested after the witness came forward.

“We’re conducting an administrative investigation as quickly as possible, moving toward termination,” García said. He then thanked the FBI for its help with the ongoing criminal investigation.

Riser is being held in the North Tower Detention Facility and his bail amount is set to $5 million.

The Canadian court convicted the infamous “Incel” Killer of 10 counts of murder and 16 counts of attempted murder in an online hearing Wednesday. Alek Minassian, 28, killed 10 people in a van attack in 2018 and seriously injured 16 others. According to the Guardian, Minassian is a self-described “incel.” The incel community, or involuntary celibate community, is an online community of men who blame women for their “inability to get laid.”

On Nov. 30, 2020, a double-homicide murder occurred at the T&N Market in Mt. Dora, Florida. Trinh, 56, and Nguyen, 47, were owners of this convenience store. Both were shot multiple times shortly before 9 p.m. Nguyen died on the scene and Trinh died three days after in the hospital. Recently, Mt. Dora Police Department arrested Undrea Lashaye Dixon for lying to law enforcement about the incident.

The February 9 Killer is an unidentified suspected murderer believed to be responsible for the 2006 strangulation and rape of Sonia Mejia and the murder of her unborn baby. He murdered again in 2008 by strangling Damiana Castillo in Salt Lake County, Utah. The murders were committed on the same day, February 9, hence the name of the February 9th Killer.

California officials released a man after he spent two years in prison for murder charges.

Officials charged David Andre Buchanan, 41, with murder after the death of Gustavo Fuentes in May 2019. However, new evidence presented in the case showed that he killed in self-defense. Instead, the court sentenced Buchanan to two years for a separate drug-related offense. He left Monday morning a free man.

According to The Mercury News, Buchanan shot Fuentes in self-defense. Fuentes robbed him at gunpoint, and Buchanan shot him around 3 a.m. May 15, 2019 near an elementary school. According to video surveillance, Fuentes stopped Buchanan in his van where the altercation took place. After being shot, Fuentes ran from the van, but ultimately collapsed from the fatal wound.

Although the investigation into the alleged money scheme is ongoing, an audit of the narcotics unit from July 2020 did find that the officers rarely carried out thorough investigations and often overpaid informants for the seizure of minuscule amounts of drugs.

Florida resident Trodarius Rainey was found dead Monday morning after he and his girlfriend suspiciously disappeared last Wednesday. The 26-year-old was discovered in a wooded area of Lake Jesup Park in Sanford, Florida just before 10 a.m. His death is currently being investigated as a homicide and police are continuing to search for his girlfriend, 35-year-old Tiffany Church.

After a 15-year-old Ohio runaway was found dead in Nevada last week, authorities have begun investigating the circumstances surrounding the teen’s disappearance and subsequent demise. On Saturday, police confirmed that the body belonged to Kathryn McGuire of Painesville, Ohio, who had allegedly run away on Thanksgiving with her friend, Haylie Vance.

Luis Rodriguez-Mena was extradited from Mexico and arrested by Des Plaines, Illinois police on Thursday for the 1999 murder of flight attendant Young Kavila. Kavila, 30, was killed on November 30, 1999 after arriving in Chicago on a flight. She headed to her apartment in Des Plaines around 10 p.m., where Rodriguez-Mena had allegedly been waiting for her, and was attacked in her kitchen.

The body of a missing New York doctor, Tamara Saukin, was found in the pond of a Staten Island park on Wednesday morning. Dr. Saukin disappeared around 6:30 a.m. on November 18 while on a walk with her mother at Clove Lakes Park. On December 2, an NYPD canine caught the scent of a decomposing body and led the police to a large pond in the park.

Captain Jerry Nehl Boylan, whose dive boat P/V Conception caught fire last year and killed 33 passengers and one crew member, was formally indicted Tuesday on 34 counts of seaman’s manslaughter. According to The United States Attorney’s Office for the Central District of California, a federal grand jury indicted the captain based on the allegation that “his misconduct, negligence, and inattention to his duties” led to the deaths of 34 people.

A Washington, D.C., detective and seasoned police officer was found dead Friday night after an apparent murder-suicide, according to the Charles County Sheriff’s Office. Timothy and Christina Francis were found deceased together in their bedroom. Police believe Christina had shot her husband before shooting herself.

Jacob Krzemski, who was suspected in the suspicious death of his Bay Area girlfriend in April was formally charged this week for murdering her. Krzemski brought Corina Lee to the hospital on April 8 claiming that she fallen while in the shower and hit her head on the toilet. Krzemski told the doctors that Lee had been recovering from a head injury that occurred just three days earlier after she allegedly fell off of her bike.
