A 15-year-old minor and a 21-year-old man have been arrested and charged with murder in the death of Ma Cecilia Loreto.
Loreto’s remains were discovered engulfed in flames in a Burnaby park early morning on March 18. On Wednesday, police announced the arrests in the case.
The 21-year-old has been identified as Carlo Tobias. The 15-year-old cannot be named due to the Youth Criminal Justice Act. Both have been charged with first-degree murder and indignity to human remains.
Police believe that Loreto, 49, was killed in her New Westminster home on the evening of March 17. Her body was then transported to the Burnaby park and set on fire.
“This was not gang-related. This was not drug-related. This was not a random incident. From what we can tell, we are sure everybody knew each other.” Said Sgt. Frank Jang of IHIT said Wednesday.
Jang added none of the people involved are known to the police.
Loreto, who was known to family and friends as Marcela or Mycel, is being remembered as a wonderful mother. She had recently immigrated to Canada from the Philippines and was well known and loved in the local Filipino community.
